A Data Protection Impact Assessment, or DPIA, is a structured assessment of how your organisation processes personal data and the risks that processing may create.
Under Jamaica's data-protection framework, DPIAs form an important part of a controller's compliance responsibilities. A DPIA should not be treated simply as paperwork. It should help management answer: what are we doing with people's information, what could go wrong, and what are we doing about it?
What does a DPIA examine?
A DPIA considers matters including:
- Processing, what personal data is being processed?
- Purpose, why is the processing taking place?
- Necessity, do you actually need to process the information?
- Proportionality, is the amount and nature of information appropriate for the purpose?
- Risk, what could happen to the individual if the information is misused, disclosed, lost, altered or improperly accessed?
- Safeguards, what controls reduce those risks?
Example
A medical practice introduces an online patient-booking system. The assessment may examine:
- patient information collected;
- health information involved;
- hosting location;
- staff access;
- third-party providers;
- authentication;
- encryption;
- retention;
- backups; and
- breach risks.
The objective is not merely to conclude "the system is secure." The organisation should understand why it believes the risks are appropriately managed.
